Introduction
The implementation of Wheelchair-Accessible Bus Services (WAB) was launched for Service 21 on 26th June 2006 after the consultation from the Voluntary Welfare Organisation (VWOs) and the Land Transport Authority (LTA). The first 10 WAB-friendly double-decker buses, which is the Volvo B9TL (CDGE) buses were deployed on Service 21.
Service 21 was chosen as it serves the key medical facilities such as the Tan Tock Seng Hospital and welfare organisations such as the Handicaps Welfare Organisation located at Moulmein Rd.

SMRT had also launched its first batch of WAB services on 1st June 2009, whereby SMRT had rolled-out its initial fleet of 134 Mercedes-Benz OC500LE buses within the period from 19 June 2008 to 1 October 2009. This launch was also part of the SMRT Go Green event on 30 April 2008.
