SMRT Buses Express Service 951E provides residents of Woodlands East subzone, Woodlands, who relied on rail network and feeder buses, a travel alternative to the Central Business District (CBD). This service incorporates an express sector between Woodlands Avenue 5 and Central Business District via Woodlands Avenue 12, Seletar Expressway (SLE), and Central Expressway (CTE).

It was the 12^th bus service introduced under the Land Transport Authority’s (LTA) Bus Service Enhancement Programme (BSEP), and the 4^th peak-hour unidirectional express bus service introduced. This service was branded under the normal Express branding instead of the City Direct branding, as it was operated by a public transport operator rather than a private bus operator at the time of its launch.

On the eves of Christmas, New Year, and Chinese New Year, evening peak-hour departures will be brought forward to the afternoon. Revised timing will be announced by the operator closer to the respective dates.
